What is violence?

  • Violence is abuse of another person.
Abuse can be physical, psychological, sexual or material.

What is domestic violence?

  • violence between family members or in other close relationships
  • violence between children and adults where the adult has responsibility for the care of the child

All types of violence are illegal in Norway. Society cannot accept any form of violence, including that within the family or in other close relationships. This applies whatever the reason for the violence. Domestic violence is thus not a private matter. Negative social control can also entail violence.

It is every bit as harmful for children to witness violence as to be subjected to violence. Lesbian, gay, bisexual, transgender, intersex persons and other members of the LGBTIQ+ community may be particularly at risk of such violence.

Forced marriage and female genital mutilation are also violence and cannot be tolerated. Society has the responsibility to protect and take care of everyone subjected to violence, and ensure that everyone can participate and is integrated into society.

‘Domestic violence is a serious crime, an abuse of fundamental human rights and a public health problem.’
